Leading Expert on Large-Scale Compensation and Property Restitution Programmes

Norbert Wühler is a leading expert on large-scale compensation and property restitution programmes and Chair of the World Intellectual Property Organization’s Appeal Board.

He was previously Legal Adviser to the President of the Iran–United States Claims Tribunal, Chief of the Legal Service of the UN Compensation Commission and Director of the Reparations Department of the International Organization for Migration. In this position, he provided legal and policy advice on the design and directed the implementation of large-scale reparation programmes, inter alia, in Bosnia-Herzegovina, Colombia, Guatemala, Iraq, Kenya, Nepal, Sierra Leone and Yemen.

Norbert Wühler was also Chair of an independent panel of experts on victim participation at the International Criminal Court and a member of the Kosovo Property Claims Commission.
