What are the human rights and humanitarian law implications of multilateral counter-terrorism measures, including sanctions?
This event will feature a conversation between Judge Daniel Kipfer Fasciati, former Ombudsperson to the ISIL (Da'esh) and Al-Qaida Sanctions Committee of the United Nations (UN) Security Council, and Professor Fionnuala Ní Aoláin, UN Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism.
They will specifically address the recent mandate renewal of the Ombudsperson to the ISIL (Da'esh) and Al-Qaida Sanctions Committee (S/RES/2610) (2021) and the current role and future of independent oversight to improve human rights and rule of law compliance in the implementation of such measures at the national and international levels.
The discussion will further focus on the human rights and humanitarian impact of targeted sanctions on the situation in Afghanistan, which has now become the world's worst humanitarian crisis, including the role of a continued humanitarian exemption.
